Thousands are out of power across West Virginia as residents begin digging — and scraping — out Monday from Sunday's winter storm, now named Winter Storm Blair, after the Kanawha Valley received several inches of snow and a layer of ice Sunday in the latest severe winter weather to affect West Virginia.
